Harbour Cartel · Runs Chrome Harbour

Controls the docks the way a tide controls a coast, and just as impersonally.

Abilities: Every debt in the outer arc, leverage, three fleets
Relationships: Creditor to Kaido. Rival of the Archive. Sponsors ronin work.

Nine

The Signal · The broadcast that answers

A dead transmission that woke up and started asking better questions than it was asked.

Abilities: Distributed presence, pattern reading, no fixed location
Relationships: Made by the Archive. Followed by crews who call it a faction.
